Hainan (Chinese: 海南) is the smallest and southernmost province of the People's Republic of China (PRC). The name "Hainan" also refers to Hainan Island (海南岛, Hǎinán Dǎo), the main island of the province.

Hainan is located in the South China Sea, separated from Guangdong's Leizhou Peninsula to the north by the shallow and narrow Qiongzhou Strait.

The province, with its 9-million population, has an area of 33,920 square kilometers (13,100 sq mi) and is China's southernmost province. Although it comprises some two hundred islands scattered among three archipelagos off the southern coast, 32,900 square kilometres (12,700 sq mi) (97%) of its land mass is Hainan Island, from which the province takes its name.

In June, 2015, Hainan Equestrian Association (HEA) was founded and its president is Mr. ZHAO Tielin.

On the 15th of July, 2015, Hainan Jockey Club Investment Holding LLC was founded and approved by Industrial and Commercial Bureau of Hainan Province. It received its business license and its registered capital is 300 million RMB/40.5 million Euro. Mr. ZHAO Tielin serves as the firm’s legal representative.

This is the first province-level company with Jockey Club on its business license since 10-odd years ago when Guangzhou Jockey Club and Beijing Xiangcun Racecourse were shut down.

On the 12th of August, 2015, Department of Culture, Radio, Television, Publishing and Sports of Hainan Province replied HEA and said in the letter:
“On matters relating to develop sports lottery and major international events, the Department recommends that your association to plan strategically, finish building horseracing racecourse, polo field, equestrian yard and their auxiliary facilities and operate regularly before we have the conversation regarding how we can develop race meetings and sports lottery again.”

On the 15th of April, 2016, Mr. ZHAO Tielin made the
following remarks in an interview:
The State Council has released two documents: 2009-No.44 and 2014-No.46.

2014-No.46 Some Advice on the Acceleration of the development of Sports Industry and the Promotion of Sports Consumption
It is our understanding that these are regional guidance and national rule for Hainan’s development. It says in the 2009-No.44 document:
“To set pilot tourism sports and entertainment projects which are received by the majority of the world, explore the development of sports lottery and major international events”
As such, Department of Culture, Radio, Television, Publishing and Sports of Hainan Province replied to us in August, 2015.
In summary, it is our belief there is no law against exploring the way to open sports lottery.
